16 Jan Propozition helps Bowmer+Kirkland to first place on £3bn DfE offsite framework
We’re thrilled that Bowmer + Kirkland achieved first place on the Department for Education (DfE) Offsite Construction Framework – opting for Lot 1 having ‘won’ both lots.
Recognising the £3bn value of the framework and the significance of offsite methods to the B+K business, the top-10 contractor engaged Propozition the year prior to the bid coming to market.
Our work with B+K included:

- Building strong bid response templates that encourage well-structured, focused answers
- Developing key messages
- Reviewing and editing responses
Chris Arno and I have made offsite construction a focus for our business, but to win a place on this new and extremely competitive framework was going to be major challenge. We’d face manufacturers who do nothing other than offsite.
While Propozition’s constant striving to improve our answers made us work hard, working with them was easy. They slotted easily into my wider team – striking the right balance between leadership but not taking over. We could see Propozition’s value from day one.
They helped us storyboard and shape focused and well-evidenced technical responses ensuring we presented them clearly and attractively – despite the tight page- and word-count constraints.
This was a highly contested framework. Propozition’s unwavering commitment, skill and good judgement didn’t just get us through a challenging process, they were pivotal to our achievement of first rank position.

The DfE Offsite framework bid was a long journey, but we enjoyed working with B+K.
This win for B+K proves that a contractor with strong bid leadership and a commitment to excellence in bid-writing doesn’t need to be an international player to deliver an industry-leading outcome.
Being ranked first in technical quality in a strong field of around 16 bidders is a fantastic achievement and I’m delighted we were able to contribute to our client’s success.
