Propozition helps MTR / Chiltern (now Deutsche Bahn) secure London Overground concession

Transport for London (TfL) was seeking a third-party operator for it’s new London Overground operation with four consortia bidding.

Our role was to articulate clear reasons for TfL to appoint  the MTR /Chiltern (now Deutsche Bahn) consortium as the concession operator – a seven year contract.

In the final BaFO (best and final offer) stage, we wrote the procurement-specified prospectus document (a kind of executive summary on steroids) which demonstrated specifically how each of TfL’s objectives would be delivered by the proposals.

It was also important that the end-customer perspective was seen to drive the proposals.  We produced a short video which captured passengers’ disatisfaction with the existing service and how the two consortium partners, delivered against these concerns in both the UK and Hong Kong.

Inside of three days, we arranged passenger interview filming in Marylebone and Hong Kong, translation from Chinese, editing and DVD-production so that every member of the TfL evaluation panel could see that the consortium’s promises on service delivery were actually being delivered on both sides of the Pacific.

The consortium won the concession bid.

I was extremely impressed at the way in which they (Propozition) were able to hone in on our key USPs and strengths and draw these out in our bid documentation.

They also were able to identify the key objectives of our client and ensure that our bid documentation was re-focussed such that it became immediately apparent how our bid would meet these objectives.
