02 Nov Propozition helps Equion win £228m Pembury Hospital PFI bid
We were engaged by Equion (John Laing, Laing O’Rourke and Interserve) to help them win the PFI contract to design, build, finance and maintain a new 512-bed hospital for Maidstone & Kent NHS Trust.
Our appointment reflected a 100% win rate working with John Laing on hospital PFIs and a 100% win rate working with Laing O’Rourke on NHS ProCure21 bids. It also introduced us to HCP Social Infrastructure who led this bid.
Our work spanned nearly two years from ‘PQQ’ (preliminary qualification questionnaire) stage to a ‘Post-FITN’ stage (Final Invitation to Negotiate). We facilitated the team kick-off, competitor analyses, built win themes and core messages, storyboards, executive summary development and built a dozen key presentations.
We worked closely with the architects as well as healthcare, facilities management, construction, engineering, commercial and financial specialists to make sure that the submission reflected the true quality of the proposed solution.
There were a number of interim submissions. The bid team was able to meaningfully increase its scores in areas where we placed focus on the quality of the drafting. After appointing Equion as the Preferred Bidder, the NHS Trust made a point of saying how clear the submission was.
Pembury continues our unbroken five-in-a-row PFI hospital win rate working with Propozition.
From the outset they helped the consortium shape win themes, produce persuasive storyboards, train a diverse group of authors to write clearly and produce a string of very successful presentations.
The NHS Trust specifically made reference to the clarity of our submission and presentations. Propozition made a very significant contribution to yet another major win for us.
